He ends up at the home of his pen-pal; a misfit teenage high school girl who wrote to him as part of a class assignment.
Katie Holmes portrays the girl's neurotic mom, who eventually accepts the idea of a former dictator staying with them.
He helps mother and daughter by repairing their garage door, mowing their lawn, teaching them to cook, etc. But the movie feels like it was made-for-tv.
Despite the two strong performers Caine and Holmes the material they have to work with is not well developed. Subplots involving the girl's relationship with her boyfriend, and the mother's affair with her married dentist boss, have no real meaning.
They just exist because the script needs them to be there. Did I mention this was supposed to be a comedy? When the cost of shipping is greater than the movie itself, you know something is wrong with the film.
I learned my lesson the hard way. I know he doesn't need the money. He should have declined the producer's offer to be in this film. Gonna be spoilers below mark.
The camera work and acting started this off with expectations. Then the monologues came in and the 'lessons'. From what could have been at least a four, it ratcheted down with every preponderance.
It got very overbearing and I was in full dislike by half way through. And, oh wonderful While he did get put in prison instead of shot for his multitudinous crimes, we get a montage of him redeeming himself and others' lessons learned with not only the girl but her mother becoming pen pals with the criminal.
How inspirational. Surprisingly, I enjoyed it a lot - even though the premise didn't excite me at first. But, I love mother-daughter movies, especially when the daughter is a snotty but vulnerable teenager.
The cast is great, especially the two females leads. Clever and cute - but not too cute. Reminded me of Mrs. Doubtfire - without the drag impersonations.

In the process, even the General gets a coming of age enlightenment correcting his dysfunctional family. It is a cute movie and all the actors fit the characters they play.

There is a little too much noise I suppose music in the background. The first ten or fifteen minutes promised a clever idea, comedy, and something new.
Then it went downhill. The movie seemed to be a pastiche of a bunch of writers just throwing some scenes together. How does a lifelong dictator know how to cook, mow lawns, and repair garage door openers?
How did he get into the USA? In his uniform, no less. It's no wonder that the daughter is screwed up and miserable--just look at the mother.
Every situation is completely unbelievable in a clumsy, stupid way. Absurd and unbelievable can work if they're funny or clever.
This movie is neither. One person found this helpful. The plot follows a sixteen-year-old American girl who becomes the pen pal of a notorious island nation dictator even when he is deposed.
Tatiana Mills Odeya Rush , a fifteen-year-old American girl, lives a quasi-chaotic alone with her single mother Darlene Katie Holmes , who is in a complex romantic relationship with her married boss Dr Charles Seth Green who is a dentist with a foot fetish.
Tatiana becomes pen pals with Anton Vincent Michael Caine , a notorious island nation dictator. When Vincent is deposed by his own people, who rise up against his violent and oppressive rule, he disappears, causing Tatiana to worry about his safety.
A few days later, he unexpectedly arrives in the United States and seeks refuge in Tatiana's suburban garage. There, he develops a grandfatherly relationship with the teen and her struggling mother, becoming a useful man around the house whilst organising his restoration as leader with loyalist forces back in his unnamed homeland.
Anton shifts his focus to Tatiana's high school life and her desire to deliver payback to the popular girls that pick on her.
He makes her a dictator-in-training and teaches her to rise to power in her school in a similar way to his ascent to power in the Caribbean.
Ultimately his plans go too far, putting her at odds with Tatiana, who also comes under investigation from the security services who have picked up on Anton's communication with his loyalist forces and suspect she is involved with terrorism.
The police interview both Tatiana and Darlene and search the house, blissfully unaware that the old man in the house is Anton Vincent - whose whereabouts is unknown.
No evidence is found and they are released, but upon release Tatiana informs the police that the old man is Vincent and he is arrested pending extradition.
The script was shown among the Black List of unproduced scripts. Principal photography on the film began on July 29, at Arlington rd.
News on July 31, Cinedigm released the film in North America simultaneously in theaters and on video on demand on March 16, , followed by a DVD release on April 24, The film received negative reviews, but the performances of Caine and Rush were praised.
